Use

In this IMG activity, you enter the OKOF codes of all assets that require state registration.

Then, when you run the Verification of Invoice Items Related to Capitalized Assets report, it blocks the input VAT that you paid for the assets, pending registration with the state. You cannot offset the VAT until you register the assets.
