In this step the Payroll constants used in the Calculation of SI contributions for Belgium are defined.

Some payroll constants for general use:
SV100 Multiplier for roundings,
SV108 Increase of the workforce's SI base to compensate for the
uncharged part of their holiday payment.

The guaranteed salary in case of sickness or accident for workforce (WF) and employees (EE) is determined by:
SVABL Percentage of the normal WF salary over the wage limit
SVAOL Percentage of the normal WF salary under the wage limit
SVBBL Percentage of the normal EE salary over the wage limit
SVBOL Percentage of the normal EE salary under the wage limit
SVZ5D Wage limit, expressed in daily salary, for 5 day regime
SVZ6D Wage limit, expressed in daily salary, for 6 day regime

The employee's contribution /302 on double holiday payment, according to OC 23 of 23.02.82, OC 158 of 30.12.82 and OC 214 of 30.09.83 (family 5160), is fixed at:
SVVAC Rate for employee's SI on double holiday payment.

The employer’s contributions /313 or /318 on the double holiday payment, according to OC 214 (family 5180), is determined by:
SV214 Minimum number of active employees in the company,
SVKBL Supplementary contribution rate for companies that do not
apply wage moderation,
SVKBZ Supplementary contribution rate if wage moderation applied.

The reduction on employer's contribution /31W for hiring young employees with trainee contract, according to OC 495 of 31.12.89 (family 5370), and reduction /31V for hiring of long-term unemployed, according to Art.119 of OC 498 (family 5400), are determined by:
SV495 Calculation base maximum, corresponding to the garanteed
minimum monthly income, for the following reductions,
SVAGE Maximum age of the employee to count for reduction OC495
SVJEU Minimum number of employees for the following reduction
SVR01 Reduction OC495, company < # employees, no Moderated Salary,
SVR02 Reduction OC495, company >= # employees, no Moderated Salary,
SVR03 Reduction OC495, company < # employees and Moderated Salary,
SVR04 Reduction OC495, company >= # employees and Moderated Salary
SVTRV Minimum number of employees for the following reduction
SVR61 Reduction Art.119, company < # employees and no MS
SVR62 Reduction Art.119, company >= # employees and no MS
SVR63 Reduction Art.119, company < # employees and MS
SVR64 Reduction Art.119, company >= # employees and MS

The reduction on employer's contribution /31Z for hiring unemployed trainees, according to OC 230 of 21.12.83 (family 5350), is determined by:
SVRDF Reduction for previous RVA apprentice

The reduction on the employer’s contribution /31U, according to the Youth Hiring Plan of OC230, is determined by:
SVPEJ Maximum age of the employee to count for the reduction,
SVTEJ Minimum number of employees for the reduction.

Some supplementary contribution rates are determined by:
SVACE Rate for children's reception,
SVAEL Rate for extra legal advantages (group insurance),
SVCHO Rate for unemployment guidance,
SVINP Rate on retirement and additional advantages.

Other contribution rates are defined via Parameter setting, but are depending from limit values:
SVFFE Limit number of employees for the Factory Shutdown Fund,
SVFSE Limit number of employees for the Existence Security Fund.

The contribution /31C for employing involuntary part-timers, valid before 01.01.1996 (Family 5250), is fixed by:
SVCAG Contribution for part-timers if more than SVFFE limit,
SVCAL Contribution for part-timers if less than SVFFR limit.

The following payroll constants can be used to determine some special SI contributions for early retirement (family 5270), but are not yet supported:
SVPP1 Minimum income from early retirement that cannot be passed
by deducting special SI contributions if person is single,
SVPP2 Minimum income from early retirement if persons at charge,
SVPP3 Special SI contribution early retirement,
SVPP4 Special SI contribution if company is restructuring,
SVPP5 Special SI contribution if company in difficulty.

The values should only be changed according to legal changes, published by the Belgian social insurance authorities.

The payroll constants should only be changed if the legal settings are changed:

  • select the payroll constant to be modified,

  • push button Define and enter the validity start date of the new value,

  • enter the new value and Save.

These payroll constants can also be changed via Parameter settings.
