Belgian law foresees for every employee working the complete calendar year, 10 Public Holidays to be taken and paid. When a PH (e.g. May 1st) falls on a normal day off (e.g. Sunday or another inactivity day depending on the employee's fulltime work schedule), then this PH will be replaced and taken on another normal working day (e.g. June 8th). Thereplacing day will take the full definition as a PH. To make Public Holiday substitutions, you create an infotype 2003 record (see below).

PH on days off due to reduced work schedules (part-time) do not have to be replaced. PHs on days off within a continued shift work schedule, have to be replaced and taken on a normal working day.

The PH (also a replacing one) situated on a normal working day will still have to be paid by the employer, even during a period of TemporaryUnemployment (TU, Sector Unemployment, Scenario 5). When an employee will be TU'd, and during the monthly declaration period (e.g. May) a PH occurs on a day off (e.g. May 1st), or a replacing day (e.g. June 8th) occurs during the monthly declaration period (e.g. June), then will have to be declared within this functional block:

  1. Public Holiday Indicator. Date of the PH (May 1st). Within the standard SAP functionality a PH Calendar is foreseen.
  2. Public Holiday Replacement Day. Date of the day replacing the PH (e.g. June 8th). PH substitutions can be recorded by creating records of infotype 2003.
Enter in the system the day replacing a PH falling in a day-off by entering the replacing day as a PH within the PH Calendar for a specific year, or by entering the replacing day as a PH substitution by creating an infotype 2003 record.
Infotype 2003 has different subtypes for different substitution types. These can be defined using the IMG chapter Define substitution types. Notice that the replacing PH gets the legal nature as any other PH only when you have maintained the day type field of infotype 2003 (P2003-TAGTY) for identifying public holdiays and use the day type in wagetype calculation (i.e. rules in Define generation rules).
This is the only link between the Original and the Replacing PH in the system. When no substitution is maintained in the system (no infotype 2003 record), the system will conceive by default the first following activity day as the Replacing PH.
Notice that if the replacing PH is not reported, the Unemployment office will conceive by default the first following activity day as the Replacing PH. No TU allowances will be granted for this defaulted Replacing PH in this case, as the PH / Replacing PH remain at charge of the employer. Excepted when the declaration of the PH / Replacing PH notifies different information (e.g. PH on Sunday replaced by default on Monday except when the declaration gives as Replacing PH Tuesday).
Note: the 1st following activity day could be in another month.
