OHAIT_ARE20 - Define taxation formula indicator

The taxation formula indicators to be applied, i. e. the brackets and percentages with which the tax is calculated, are determined in this step.
The calculation can be carried out by using either a rate or a fixed amount.
The sequence number is used to complete the key, while the bracket determines the employee type the employee belongs to.
