This organizational activity describes quota handling for the Swedish public sector as defined in the standard template delivered with the public-sector solution. To learn about how any changes you make in Customizing influence the related functionality, see the information under Standard settings.

You customize quotas in Customizing for Time Management -> Time Data Recording and Administration -> Managing Time Accounts Using Attendance/Absence Quotas.

In the standard system, different quotas are prepared for a combination of collective agreement (based on the employee subgroup grouping for quotas (T503-MOPGK)).

  • AB Salaried (T503-MOPGK = 6).
  • Overtime quotas

01,,Overtime Comp (1:1)
02,,Overtime Comp (1:1.5)
03,,Overtime Comp (1:2)
These quotas are automatically filled during time evaluation. If overtime is to be compensated by time-off, the time calculation rule SE4K fills balances with time types 0956, 0957, and 0958 depending on the overtime type.
Later in the schema, the QUOTA function increases the related quotas 01, 02, and 03.
10,,Overtime Dispens quota
This quota is used in the Overtime report.
For more information, see the report documentation and the related IMG documentation in Customizing for Payroll -> Payroll: Sweden -> Public Sector -> Payroll -> General Reporting -> Overtime -> Check Wage Types, Absence/Attendance/Time Types.

The meaning of individual quota IDs is identical to the meanings used in the standard country version solution for Sweden. These quotas are automatically generated in Time Evaluation. For more information, see the IMG documentation in Customizing under Payroll -> Payroll: Sweden -> Public Sector -> Time Management -> Time Evaluation.
The base entitlement depends on age and is set using the standard means (V_T559E). Customizing must be identical for quotas 29 and 30.
Quotas 30 and 40 are always "replaced" during Time Evaluation; all other quotas are only increased.
The accrual period is January 1 - December 31 of the current year.
The deduction period is identical to the accrual year with the exception that quota 36 and 43 can be used any time in future.
You can refine generation rules by using the QUOMO feature. The standard settings of the QUOMO feature define that no quotas are generated for the professional groups Teachersand Employees working at school.

  • AB Hourly paid (T503-MOPGK = 7)
  • Overtime quotas

Identical to AB Salaried
  • Vacation

For more information, see the IMG documentation in Customizing under Payroll -> Payroll: Sweden -> Public Sector -> Time Management -> Time Evaluation.
The base entitlement depends on age and is set using the standard means (V_T559E). Customizing must be identical for quotas 28 and 29.
All quotas are always increased during Time Evaluation.
The accrual period is April 1 - March 31of the previous year.
The deduction period is identical to the acrual period plus one (1) year with the exception that quota 36 and 43 can be used any time in future.
  • ALFA Salaried (T503-MOPGK =8)
Identical to AB Salaried
  • ALFA Hourly paid (T503-MOPGK =9)
Identical to AB Hourly paid

The termination rules specific for the public sector have the following fixed meanings:

  • SE1 - for daily accrual with monthly transfer - used to trigger transfer of quota 29
  • SE2- for daily accrual with transfer when contract is terminated - used to trigger transfer of quota 28

Vacation quotas are processed by the country exit during Time Evaluation:

  • HR_QTACC_ACCRUAL_PERIOD_23_CE Sweden vacation exit
  • HR_QTACC_NUMBER_REDUCE_23_CE Recalculation of accrued vacation
  • HR_QTACC_QUOTAS_TRANSFER_23_CE Recalculation of transferred vacation days
  • HR_QTACC_TRANSFER_RULE_23_CE Calculate transfer date based on configuration tables

Never use different quota type IDs for vacation quotas because their IDs are used explicitly in these programs.

Country exits are used also in the standard country version solution for Sweden. To redirect the solution to the public-sector-specific code, you activate them in Customizing for Payroll -> Payroll: Sweden -> Public Sector -> Time Management -> Time Data recording and Administration -> Absence Quotas -> Activate Country Exits for Public Sector.

Additional template quotas (for example, 04 Private Affairs) are provided that are simply connected to absences without specific accrual.

  1. Read the information under Standard settingscarefully.
  2. Customize quotas in Customizing for Time Management -> Time Data Recording and Administration -> Managing Time Accounts Using Attendance/Absence Quotas.
