OHIMDKFTE - Maintain feature for free telephone

This feature is used to determine for DS statistics whether an employee has a free telephone supplied by the employer.
The feature is accessed through the Contract Elements infotype (16).
In this case, the return value of the feature for &DKFTE is 0 for no free telephone and 1 for a free telephone.
