PAY_BE_SI_CONV - Convert DmfA Reduction Codes to Region-Specific DmfA Codes

As of July 1, 2016 new target group reductions are defined on regional level (for example, for youngsters in Flanders). If the reductions for these target groups that were activated before July 2016 remain valid, then the DmfA reduction code needs to be converted.
The conversion of the old codes to the new codes takes place after the reductions have been calculated.
For the Flemish region (Flanders) the target group reduction codes change as follows:
