PAY_BR_TERC003 - Update sequential number of entities

In this step of the Implementation Guide, you define a sequential number for the combination FPAS reference code and third-party reference code. The sequential number differentiates the types of agreement between branches and entities, since there can be more than one combination for the FPAS code.
