If you activate the standard delivery, compensation benefits (EEL) from infotype Electronic Data Exchange (0700), Subtype DBHE, are transferred taking the differentiation for the public sector into consideration.

Check for public sector

Feature SWOED is used to check whether or not it is a public sector case. If this feature delivers return value OED, TVL, or TVO, it is a public sector case for payroll function DKRAN.

Check for old case in accordance with Sec. 71 BAT

For the public sector, the gross amount of the compensation benefit from infotype 0700 is generally relevant. The net amount should only be used for old cases in accordance with Sec. 71 BAT. The system considers a case to be an old case in accordance with Sec. 71 BAT if the following criteria apply:

  • internal pay scale type 3 (infotype 0008) and special rule 2 or 3
    or
  • internal pay scale type 1 or 2 and pay scale area = west and special rule = 0

The internal pay scale type is derived from infotype Basic Pay (0008) and the special rule is derived from infotype Contract Elements (0016).

This requirement is implemented in the standard SAP system and is set up using the following Customizing activity Determine Transfer of EEL Data using view V_T77PAYDE_DKRAN. Characteristic D (Dynamic Determination) is available to public sector customers so that compensation benefits can be determined dynamically instead of specifying a gross or net amount. We recommend that you enter characteristic D in the gross/net column if you require a distinction for Sec. 71 BAT.

Use of different wage types for one social benefit type

If you require different wage types for one social benefit type, a customer-specific implementation of BAdI HRPAYDE_B_DKRAN is necessary.

This may be the case if you are a service provider who maps both the private sector and the public sector in your system with different wage types.
