PY_FR_N4DS_5FPBS4B_I - Populate official indicators for off-scale groups

This customizing activity is used to supply the gross index in S40.G10.15.004.001.
The mechanism is the following:
- The value entered in the Off-Scale Indicator field which corresponds to the Scale/Off-Scale field in the infotype Basic Pay (0008), subtype FA, will supply the gross index.
- Otherwise, if the field in this table is empty, it is the gross index from the infotype which is taken into account.
