You can setup automatic phase switching for sourcing projects. This functionality is implemented in the report SAP_MM_PUR_SRCGPROJ_PHS_UPDATE. This report searches through all existing sourcing projects that are valid for phase switching and performs the phase switch.

This report can be scheduled as a background job using transaction code SM36.
