Activate Unified Jurisdiction Code Structure.

The tax calculation procedure for the United States must be set to 0TXUSX. If the tax calculation procedure for the United States is TAXUSJ, you cannot activate the unified jurisdiction code structure (UJCS). Use the Assign Country to Tax Calculation Procedure configuration step to make sure that the correct procedure is assigned to the US.

If you are using the correct tax procedure for the United States, you need to consult with your tax partner to verify that they support the unified jurisdiction code structure and can provide you with the correct iflows. This verification ensures that your SAP S/4HANA Cloud system and your tax partner’s system will be able to communicate using communication scenario SAP_COM_0177.

Before activating the unified jurisdiction code structure for the United States, you must also ensure that you have no tax-relevant postings in your production (P) system. If you have tax-relevant postings in your P system, you can’t activate the unified jurisdiction code structure.

Open the configuration step and select New Entries. Under Schema, select tax procedure 0TXUSX. Then check the box to activate UJCS and save.

Activating the UJCS makes two changes in your system. First, your tax jurisdiction structure is set to a 4-11-0-0 structure. The first four characters are letters: “US” followed by the postal abbreviation for the state. For California, for example, the first four characters are “USCA”. These four characters are followed by eleven digits. These eleven digits represent the specific jurisdiction as determined and returned by your tax partner. You can use the Specify Structure for Tax Jurisdiction Code configuration step to verify this change.

Second, the default tax code for non-taxable purchases is set to “US0000000000000”. You can verify this using the Assign Tax Codes for Non-Taxable Transactions configuration step.

If you wish to deactivate the UJCS, you can do so, as long as you have no tax-relevant postings in your P system. In this case, the system prompts you to manually revert the tax jurisdiction code structure for taxable and for non-taxable transactions to the format required by your tax partner. Use the Specify Structure for Tax Jurisdiction Code and Assign Tax Codes for Non-Taxable Transactions configuration steps to make these changes.
