SAP E-Book

To specify the users for whom job control is active, you must define criteria profiles in the criteria manager and assign them to their users.

As soon as users for whom the job control is active call transaction SM36, they are automatically forwarded to the SAP Solution Manager system job control. It is also the case that when users attempts to change or release a job using transaction SM37, they are forwarded to the SAP Solution Manager.

The job control is inactive for all other users.

Also note in this regard: SAP note 1397918.

You have administration authorization (role SAP_JOBMAN_ALL_COMP).

Job control is deactivated.
