You can only use the SPP Alert Monitor if you have SAP Supply Network Collaboration (SAP SNC) in use. It is only in this case that the IMG activities under SPP Alert Monitor are relevant.

You can find the IMG activities for SupplyChainExceptionReportNotification (SCERN) in the implementation guide (IMG) for Supply Network Collaboration under Supplier Collaboration -> Functions for Service Parts Planning (SPP).
