_ISPSFM_OFY2 - Make Settings for Carrying Forward Residual Commitment Budget

In this IMG activity, you define per FM area and fiscal year, whether carrying forward residual budget to the new fiscal year is basically allowed or not for commitment budget. The settings made here override any default settings which already exist.

If you want to prohibit residual budget from being carried forward for a particular FM area and fiscal year, you should not set the "Carry forward allowed" indicator.
