E:Verification instruction &1 is too complex.

An attempt was made to construct the correct verification instruction &1. But the instruction is so complex, that it can not be verified. A brief example is the rule "(88)". Either zero or two digits followed by zero to three letters are correct values for the instruction. That makes nine different possible input values.
