Cause . . . . . : Actions are defined by LISTACT tags but no action list is specified by the ACTOR attribute on the LIST tag. This condition is not allowed.
Recovery . . . : Specify an action list by changing the value of the ACTOR attribute on the LIST tag to UIM or CALLER, or remove all LISTACT tags for the list area. Then try the request again.
