&11 not allowed; language sequence cannot be converted.

Message Long Text :

Cause . . . . . : You pressed &11 to set the collating sequence to the language collating sequence; the collating sequence for your language cannot be converted to your job coded character set identifier (CCSID). Either there is no conversion from the CCSID of the sequence, or the conversion requires use of substitution characters.
Recovery . . . : You can set the collating sequence to Hexadecimal by pressing F14, to your previously saved default user sequence by pressing F16, or to the sequence for your job by pressing F17.
